Ted has now moved North and "temporarily" works in Birmingham city center. This is to be a 3 week visit; he stayed 3 years. This is indicative of his employers' "word" - that would be the employer NOT CURRENTLY PAYING HIS PENSION!
There he discovers the delights of a wine bar called "Hawkins" which features a laser light and dry ice fog show set to music. Dire Straits predominate memories of this era.
